A further former external BBC consultant questioned by the committee, Caroline Daniel, states she takes the BBC very seriously and that it operates a "persistent practice and vigorous discourse" on fluid and multifaceted issues.

"Whether the BBC was ready to conduct a thorough conversation and argument and take action?" she asks herself. "In my view, yes they were."
