He remarked, "It's evident that Moscow is rushing to restart dialogue as soon as it learns of cruise missiles." These remarks addressed recent comments about providing advanced missiles to Ukraine.

Political Developments and International Reactions

A former American diplomat, Dan Fried, commented, "Putin is trying to derail the momentum toward greater pressure on Russia." Fried continued, "We'll see tomorrow, but the chances of achieving a truce by pushing Russia to engage sincerely appear to have diminished."

The situation followed the US president had in recent days been strengthening his rhetoric toward Russia until Thursday's call with Putin, which the Kremlin described as "extremely frank and trustful."

EU Fuel Restrictions and Economic Impact

EU authorities have established a requirement for energy importers into the European Union to demonstrate their products are not made from Russian oil, according to a document released on recently. This measure is part of the European Union's upcoming ban on imports of refined products made from Russian crude, which is included in its latest restrictive measures against Russia over its military actions in the region.

Financial analysts observed that trading activity appeared to be factoring in the potential end of India's imports of Russian crude. Some Indian refiners are preparing to cut Russian oil imports, with expectations of a phased reduction, as reported by sources knowledgeable about the matter.

"This represents a favorable turn for the oil market as it would remove a major buyer of Russian crude," said a market analyst, adding that crude values were stable on Thursday.

Military Developments and Infrastructure Strikes

A massive Moscow's drone and rocket assault targeted gas facilities in eastern Ukraine on Thursday, causing outages in multiple areas. Authorities in Ukraine stated that Russian forces deployed numerous of drones and dozens of missiles, along with aerial munitions.

"During this fall, the Russians use daily opportunities to attack at our power facilities," said Ukraine's president, noting that attacks affected the regions of northern Ukraine, Kharkiv, central Ukraine, Sumy and western Ukraine.

Global Diplomatic Reactions

Ukraine's representative to the United States, the Ukrainian ambassador, stated that Russia showed its real approach to negotiations through the "terror" of such strikes. "The Russian government once again chose missiles over dialogue, turning this attack into a direct blow to ongoing diplomatic initiatives," she said.

At the same time, the European Union's top diplomat, the bloc's representative, announced that the EU had little option but to build up defensive systems against Russia. Kallas announced a "plan" to get ready for potential conflict by the end of the decade, including a new defensive network to be fully operational by the end of 2027.

This initiative, called the "EU defensive program," is expected to start operations in its first phase by the end of 2026 and be completely operational by the end of 2027. EU authorities hopes to secure the backing of EU leaders at a meeting in the coming days.
